Bakrie Wins International Connection Project

Tempo Interactive, Jakarta: PT Bakrie Telecom won the tender of international fixed-line direct connection (SLI). The SLI selection team regarded Bakrie Telecom as meeting the most requirements. However, there is not any detailed explanation about the tender assessment result.

Director General of Post and Telecommunication at the Information and Communication Department, Basuki Yusuf Iskandar, was not willing to explain Bakrie Telecom’s positive sides in detail, compared with its two rivals, PT Excelcomindo Pratama (XL) and PT Natrindo Telepon Seluler.

“The tender participants can still respond until September 21,” said Basuki in Jakarta yesterday (17/9). He mentioned about Bakrie Telecom’s commitments in building the SLI network for the first and second five-year terms.

The commitments include building five international central gates, Jakarta; Surabaya, Batam, Makassar and Medan. The other commitments are building a landing point in Batam and an international network heading to Singapore.

The second five-year term commitments are building a landing point in Kupang with an international network route to Darwin, Australia as also providing the connection to tier-1 Internet backbone or IP backbone.

When mentioned about the recommendation from government officials in the decision making of SLI tender winner, Basuki denied the issue. “There’s no such thing. If there is, I won’t take notice,” he said.

Secretary General of Indonesia Telecommunication Users’ Group, Muhammad Jumadi, is of the opinion that the tender result announcement did not show any transparency. “Despite Pak Basuki had promised to announce the SLI tender result transparently,” he said.

If in fact Bakrie Telecom deserves to attain the project, there is certainly no problem only if the government explains it openly.

XL’s President Director, Hasnul Suhaimi, said that XL will ask the government’s explanation regarding the tender result. Moreover, XL had neither been called nor asked for an explanation nor invited to listen to the tender assessment result.
