Jakarta Outlaws Beggars and Hawkers

Authorities in Jakarta have banned beggars and food vendors from its streets in an attempt to bring order to the chaotic city.

Jakartaís city council passed a law that forbids the capitalís residents to give money to beggars, street musicians or hawkers, including those selling food and drinks at traffic lights. It also bans people from living in public places, such as under bridges.

The new law is supported by outgoing Governor Sutiyoso, who said the move is meant to provide a legal base for putting things in order.

Violators of the rule could face up to 60 days in jail and up to Rp20 million (US$2,000) in fines.

There's already a law against begging and hawking goods at traffic lights. Sometimes used to see police enforcing it with great vigor, chasing and beating hawkers before throwing them into the back of a cop wagon. No doubt the new law will only be enforced around major thoroughfares whenever foreign dignatries are visiting, or when Jakarta hosts APEC, OPEC and the World Cup next year.

Read it more carefully:

This isn't going to be used against the beggars and sellers, but against anyone -- like you and me -- who gives them money.

I know. I read about it on detik yesterday. I was responding to Chewwy's post by pointing out that an existing law, banning begging and hawking, is already poorly enforced; so don't expect any great enforcement of the new one.

I must have missed the bit about the cats and puppies, these are of course most deserving causes to which I donate regularly.

If I am going to be locked up, you'll find me at the 6th floor with a bag full of puppies waiting on the lift to the 7th floor to make my charitiable deposits.

The last time I saw one there was on a Sunday afternoon with a guy playing a dobro and a fattish girl singing. Scanning around the customers, sipping contentedly on my Bintang I spotted a furtive old tramp sitting in the corner playing with himself. His threadbare clothing bore witness to years of neglect and his general demeanour suggested a military background suggestive off the Warmington on Sea type.

Who was this scruffy reject from society, I will perhaps never know!
