Tender for Internet Traffic Controller Opens Tomorrow

Tempo Interactive, Jakarta: The tender for the Indonesian Security Incident Responses Team on Information Infrastructure (ID-SIRTII) or a controller of the Internet traffic will be opened tomorrow.

The tender is being offered after a Information and Communication Ministerial Regulation Number 27/2006 concerning ID-SIRTII was legalized on 20 September of this year.

Gatot S. Dewa Broto, spokesperson for the Directorate General of Posts and Telecommunication, said that the tender winner would become the controller of Internet traffic and will also prepare data base equipment.

“Control will begin in mid November of this year,” Gatot told Tempo yesterday (10/4).

The tender winner, said Gatot, will receive a record of financial transactions through the Internet and emails every three months.

“The records will later be reported to the ID-SIRTII monitoring team,” said Gatot.

The team includes the Information and Communication Minister, the Director General of Posts and Telecommunication and several stakeholders from the information technology sector.

Earlier, Sofyan Djalil, the Minister of Information and Communication, said that the government was required to control Internet traffic in order to prevent criminal acts from taking place.

Kuku, maybe I'm some kind of serious dingbat, but could you translate for me:

1. What's it all mean?
2. Will it improve our Internet quality of life?
3. Will it slow us down or hinder us regular users?
4. Will they be able to "spy" on us?
5. Is it some kind of censorship?
6. Will it make monetary transactions less prone to fraud and card theft?

frankly, i don't exactly know what it means. what does concern me is the very broad scope, and the assumption that somehow the internet "needs" government assistance to function. this is not good news.
