Indonesian police have dismantled a fake bomb left outside a Bali restaurant.

A 500-metre section of road was closed in the island's capital Denpasar and people told to stay away after the device was found at 9.30am (1230 AEDT) outside Kak Man restaurant.

Denpasar Police Chief Yovianes Mahar said officers did not know the motive behind the incident and yet to arrest anyone.

The Indonesian resort island has previously been rocked by two bombing attacks, in 2002 and 2005, attributed to the South-East Asia terrorist network Jemaah Islamiah (JI).

The 2002 blast killed 202, including 88 Australians.

"In sense of creating fear, we can call it a terror (incident)," Mahar said.

"Up to now, we haven't found who did this and what the motive is."

Indonesian bomb squad officers dismantled the device, consisting of two 23cm long cardboard rolls, wrapped in aluminium foil and brown paper, connected to an electrical circuit.

It was found by a garbage collector in front of the restaurant.

"The circuit looked like a bomb, but it's only a mix of cement and chalk for construction," Mahar said.

"This assembly was not active, it's a dead circuit and would not explode.

"We didn't find any explosives, a timer or detonator."

Indonesia gangs running extortion rackets and using memories of the Bali bombings to instil fear.

Where are the cops? Remember the Soeharto-ordered "mysterious killings" in the 80s anybody?

Police examine materials believed to be home-made bomb exploding in Bali

Denpasar (Antara News) - The Bali police are still examining materials which are believed for a home-made bomb which went off on a parking lot of restaurant Kak Man on Teuku Umar St. Denpasar on Sunday.

The materials includes cement, lime, wire, aluminum foil and carton, Spokesman for the Bali provincial police Senior Commissioner AS Rainiban said here Sunday.

The police are also examining an electronic object expected as a damaged radio set, he said, adding that a provisional finding showed the objects were not materials for explosives.

The object formerly believed as a home-made bomb was firstly found by a scavenger. Being suspicious, he then reported it to the police.

"I reiterate that there is no more explosion," said Rainiban who had asked for explanations from some witnesses.

Bali was earlier rocked by two explosions on February 5 on Gatot Subroto I street, Denpasar, and on February 15 on Kebo Iwa Selatan street. (*)
