Another shitty piece of legislation from, and they hit the top again according to today's Transparency International survey, the lovely DPR.

Sabam Leo Batubara, the deputy chairman of the Press Council, said that Prita’s detention was “an authoritarian act.”

“How could she be detained for writing a complaint? The hospital should have considered it as input from a client,” he said.

Sabam said the use of the Information and Electronic Transaction Law against Prita was a threat to freedom of expression.

“The country should revise the defamation article in the law. It could be used to limit freedom of speech. She is only a citizen who expressed her criticism of a hospital’s service,” he said.


And I love this quote from a respected idiot at the end. Selective application of the Law anybody?


Constitutional Court chief Mahfud MD said the defamation article in the Information and Electronic Transaction Law was constitutional, but called on the police and prosecutors to be careful in applying it, to prevent “possible innocent victims.”

Jangan sampai kejadian saya ini menimpa ke nyawa manusia lainnya. Terutama anak-anak, lansia, dan bayi. Bila anda berobat berhati-hatilah dengan kemewahan rumah sakit (RS) dan title international karena semakin mewah RS dan semakin pintar dokter maka semakin sering uji coba pasien, penjualan obat, dan suntikan.

Saya tidak mengatakan semua RS international seperti ini tapi saya mengalami kejadian ini di RS Omni International. Tepatnya tanggal 7 Agustus 2008 jam 20.30 WIB. Saya dengan kondisi panas tinggi dan pusing kepala datang ke RS OMNI Internasional dengan percaya bahwa RS tersebut berstandar International, yang tentunya pasti mempunyai ahli kedokteran dan manajemen yang bagus.

Saya diminta ke UGD dan mulai diperiksa suhu badan saya dan hasilnya 39 derajat. Setelah itu dilakukan pemeriksaan darah dan hasilnya adalah trombosit saya 27.000 dengan kondisi normalnya adalah 200.000. Saya diinformasikan dan ditangani oleh dr I (umum) dan dinyatakan saya wajib rawat inap. dr I melakukan pemeriksaan lab ulang dengan sample darah saya yang sama dan hasilnya dinyatakan masih sama yaitu thrombosit 27.000.

dr I menanyakan dokter specialist mana yang akan saya gunakan. Tapi, saya meminta referensi darinya karena saya sama sekali buta dengan RS ini. Lalu referensi dr I adalah dr H. dr H memeriksa kondisi saya dan saya menanyakan saya sakit apa dan dijelaskan bahwa ini sudah positif demam berdarah.

Mulai malam itu saya diinfus dan diberi suntikan tanpa penjelasan atau izin pasien atau keluarga pasien suntikan tersebut untuk apa. Keesokan pagi, dr H visit saya dan menginformasikan bahwa ada revisi hasil lab semalam. Bukan 27.000 tapi 181.000 (hasil lab bisa dilakukan revisi?). Saya kaget tapi dr H terus memberikan instruksi ke suster perawat supaya diberikan berbagai macam suntikan yang saya tidak tahu dan tanpa izin pasien atau keluarga pasien.

Saya tanya kembali jadi saya sakit apa sebenarnya dan tetap masih sama dengan jawaban semalam bahwa saya kena demam berdarah. Saya sangat khawatir karena di rumah saya memiliki 2 anak yang masih batita. Jadi saya lebih memilih berpikir positif tentang RS dan dokter ini supaya saya cepat sembuh dan saya percaya saya ditangani oleh dokter profesional standard Internatonal.

Mulai Jumat terebut saya diberikan berbagai macam suntikan yang setiap suntik tidak ada keterangan apa pun dari suster perawat, dan setiap saya meminta keterangan tidak mendapatkan jawaban yang memuaskan. Lebih terkesan suster hanya menjalankan perintah dokter dan pasien harus menerimanya. Satu boks lemari pasien penuh dengan infus dan suntikan disertai banyak ampul.

Tangan kiri saya mulai membengkak. Saya minta dihentikan infus dan suntikan dan minta ketemu dengan dr H. Namun, dokter tidak datang sampai saya dipindahkan ke ruangan. Lama kelamaan suhu badan saya makin naik kembali ke 39 derajat dan datang dokter pengganti yang saya juga tidak tahu dokter apa. Setelah dicek dokter tersebut hanya mengatakan akan menunggu dr H saja.

Esoknya dr H datang sore hari dengan hanya menjelaskan ke suster untuk memberikan obat berupa suntikan lagi. Saya tanyakan ke dokter tersebut saya sakit apa sebenarnya dan dijelaskan saya kena virus udara. Saya tanyakan berarti bukan kena demam berdarah. Tapi, dr H tetap menjelaskan bahwa demam berdarah tetap virus udara. Saya dipasangkan kembali infus sebelah kanan dan kembali diberikan suntikan yang sakit sekali.

Malamnya saya diberikan suntikan 2 ampul sekaligus dan saya terserang sesak napas selama 15 menit dan diberikan oxygen. Dokter jaga datang namun hanya berkata menunggu dr H saja.

Jadi malam itu saya masih dalam kondisi infus. Padahal tangan kanan saya pun mengalami pembengkakan seperti tangan kiri saya. Saya minta dengan paksa untuk diberhentikan infusnya dan menolak dilakukan suntikan dan obat-obatan.

Esoknya saya dan keluarga menuntut dr H untuk ketemu dengan kami. Namun, janji selalu diulur-ulur dan baru datang malam hari. Suami dan kakak-kakak saya menuntut penjelasan dr H mengenai sakit saya, suntikan, hasil lab awal yang 27.000 menjadi revisi 181.000 dan serangan sesak napas yang dalam riwayat hidup saya belum pernah terjadi. Kondisi saya makin parah dengan membengkaknya leher kiri dan mata kiri.

dr H tidak memberikan penjelasan dengan memuaskan. Dokter tersebut malah mulai memberikan instruksi ke suster untuk diberikan obat-obatan kembali dan menyuruh tidak digunakan infus kembali. Kami berdebat mengenai kondisi saya dan meminta dr H bertanggung jawab mengenai ini dari hasil lab yang pertama yang seharusnya saya bisa rawat jalan saja. dr H menyalahkan bagian lab dan tidak bisa memberikan keterangan yang memuaskan.

Keesokannya kondisi saya makin parah dengan leher kanan saya juga mulai membengkak dan panas kembali menjadi 39 derajat. Namun, saya tetap tidak mau dirawat di RS ini lagi dan mau pindah ke RS lain. Tapi, saya membutuhkan data medis yang lengkap dan lagi-lagi saya dipermainkan dengan diberikan data medis yang fiktif.

Dalam catatan medis diberikan keterangan bahwa bab (buang air besar) saya lancar padahal itu kesulitan saya semenjak dirawat di RS ini tapi tidak ada follow up-nya sama sekali. Lalu hasil lab yang diberikan adalah hasil thrombosit saya yang 181.000 bukan 27.000.

Saya ngotot untuk diberikan data medis hasil lab 27.000 namun sangat dikagetkan bahwa hasil lab 27.000 tersebut tidak dicetak dan yang tercetak adalah 181.000. Kepala lab saat itu adalah dr M dan setelah saya komplain dan marah-marah dokter tersebut mengatakan bahwa catatan hasil lab 27.000 tersebut ada di Manajemen Omni. Maka saya desak untuk bertemu langsung dengan Manajemen yang memegang hasil lab tersebut.

Saya mengajukan komplain tertulis ke Manajemen Omni dan diterima oleh Og(Customer Service Coordinator) dan saya minta tanda terima. Dalam tanda terima tersebut hanya ditulis saran bukan komplain. Saya benar-benar dipermainkan oleh Manajemen Omni dengan staff Og yang tidak ada service-nya sama sekali ke customer melainkan seperti mencemooh tindakan saya meminta tanda terima pengajuan komplain tertulis.

Dalam kondisi sakit saya dan suami saya ketemu dengan manajemen. Atas nama Og (Customer Service Coordinator) dan dr G (Customer Service Manager) dan diminta memberikan keterangan kembali mengenai kejadian yang terjadi dengan saya.

Saya benar-benar habis kesabaran dan saya hanya meminta surat pernyataan dari lab RS ini mengenai hasil lab awal saya adalah 27.000 bukan 181.000. Makanya saya diwajibkan masuk ke RS ini padahal dengan kondisi thrombosit 181.000 saya masih bisa rawat jalan.

Tanggapan dr G yang katanya adalah penanggung jawab masalah komplain saya ini tidak profesional sama sekali. Tidak menanggapi komplain dengan baik. Dia mengelak bahwa lab telah memberikan hasil lab 27.000 sesuai dr M informasikan ke saya. Saya minta duduk bareng antara lab, Manajemen, dan dr H. Namun, tidak bisa dilakukan dengan alasan akan dirundingkan ke atas (Manajemen) dan berjanji akan memberikan surat tersebut jam 4 sore.

Setelah itu saya ke RS lain dan masuk ke perawatan dalam kondisi saya dimasukkan dalam ruangan isolasi karena virus saya ini menular. Menurut analisa ini adalah sakitnya anak-anak yaitu sakit gondongan namun sudah parah karena sudah membengkak. Kalau kena orang dewasa laki-laki bisa terjadi impoten dan perempuan ke pankreas dan kista.

Saya lemas mendengarnya dan benar-benar marah dengan RS Omni yang telah membohongi saya dengan analisa sakit demam berdarah dan sudah diberikan suntikan macam-macam dengan dosis tinggi sehingga mengalami sesak napas. Saya tanyakan mengenai suntikan tersebut ke RS yang baru ini dan memang saya tidak kuat dengan suntikan dosis tinggi sehingga terjadi sesak napas.

Suami saya datang kembali ke RS Omni menagih surat hasil lab 27.000 tersebut namun malah dihadapkan ke perundingan yang tidak jelas dan meminta diberikan waktu besok pagi datang langsung ke rumah saya. Keesokan paginya saya tunggu kabar orang rumah sampai jam 12 siang belum ada orang yang datang dari Omni memberikan surat tersebut.

Saya telepon dr G sebagai penanggung jawab kompain dan diberikan keterangan bahwa kurirnya baru mau jalan ke rumah saya. Namun, sampai jam 4 sore saya tunggu dan ternyata belum ada juga yang datang ke rumah saya. Kembali saya telepon dr G dan dia mengatakan bahwa sudah dikirim dan ada tanda terima atas nama Rukiah.

Ini benar-benar kebohongan RS yang keterlaluan sekali. Di rumah saya tidak ada nama Rukiah. Saya minta disebutkan alamat jelas saya dan mencari datanya sulit sekali dan membutuhkan waktu yang lama. LOgkanya dalam tanda terima tentunya ada alamat jelas surat tertujunya ke mana kan? Makanya saya sebut Manajemen Omni pembohon besar semua. Hati-hati dengan permainan mereka yang mempermainkan nyawa orang.

Terutama dr G dan Og, tidak ada sopan santun dan etika mengenai pelayanan customer, tidak sesuai dengan standard international yang RS ini cantum.

Saya bilang ke dr G, akan datang ke Omni untuk mengambil surat tersebut dan ketika suami saya datang ke Omni hanya dititipkan ke resepsionis saja dan pas dibaca isi suratnya sungguh membuat sakit hati kami.

Pihak manajemen hanya menyebutkan mohon maaf atas ketidaknyamanan kami dan tidak disebutkan mengenai kesalahan lab awal yang menyebutkan 27.000 dan dilakukan revisi 181.000 dan diberikan suntikan yang mengakibatkan kondisi kesehatan makin memburuk dari sebelum masuk ke RS Omni.

Kenapa saya dan suami saya ngotot dengan surat tersebut? Karena saya ingin tahu bahwa sebenarnya hasil lab 27.000 itu benar ada atau fiktif saja supaya RS Omni mendapatkan pasien rawat inap.

Dan setelah beberapa kali kami ditipu dengan janji maka sebenarnya adalah hasil lab saya 27.000 adalah fiktif dan yang sebenarnya saya tidak perlu rawat inap dan tidak perlu ada suntikan dan sesak napas dan kesehatan saya tidak makin parah karena bisa langsung tertangani dengan baik.

Saya dirugikan secara kesehatan. Mungkin dikarenakan biaya RS ini dengan asuransi makanya RS ini seenaknya mengambil limit asuransi saya semaksimal mungkin. Tapi, RS ini tidak memperdulikan efek dari keserakahan ini.

Sdr Og menyarankan saya bertemu dengan direktur operasional RS Omni (dr B). Namun, saya dan suami saya sudah terlalu lelah mengikuti permainan kebohongan mereka dengan kondisi saya masih sakit dan dirawat di RS lain.

Syukur Alhamdulilah saya mulai membaik namun ada kondisi mata saya yang selaput atasnya robek dan terkena virus sehingga penglihatan saya tidak jelas dan apabila terkena sinar saya tidak tahan dan ini membutuhkan waktu yang cukup untuk menyembuhkan.

Setiap kehidupan manusia pasti ada jalan hidup dan nasibnya masing-masing. Benar. Tapi, apabila nyawa manusia dipermainkan oleh sebuah RS yang dipercaya untuk menyembuhkan malah mempermainkan sungguh mengecewakan.

Semoga Allah memberikan hati nurani ke Manajemen dan dokter RS Omni supaya diingatkan kembali bahwa mereka juga punya keluarga, anak, orang tua yang tentunya suatu saat juga sakit dan membutuhkan medis. Mudah-mudahan tidak terjadi seperti yang saya alami di RS Omni ini.

Saya sangat mengharapkan mudah-mudahan salah satu pembaca adalah karyawan atau dokter atau Manajemen RS Omni. Tolong sampaikan ke dr G, dr H, dr M, dan Og bahwa jangan sampai pekerjaan mulia kalian sia-sia hanya demi perusahaan Anda. Saya informasikan juga dr H praktek di RSCM juga. Saya tidak mengatakan RSCM buruk tapi lebih hati-hati dengan perawatan medis dari dokter ini.

Apparently it is managed by PT Sarana Meditama Metropolitan and is ultimately part of the Ongko Group. The Ongko family was close to Suharto's favorite crony tycoon Bob Hasan. Kaharuddin Ongko and Irjanto Ongko were accused of involvement in banking fraud and the misuse of central bank funds.

Oh dear. Not very helpful publicity for the ethnic Chinese community.

Some details, not previously in this thread, from today's article in The Australian newspaper:

So, too, are officials at the Omni International Hospital, where Ms Mulyasari went for treatment after suffering a fever for three days last August. After being misdiagnosed with the mosquito-borne dengue virus - in fact, she had mumps - she was given a series of injections that quickly made her condition worse. She suffered major swelling to her hands and neck, breathing difficulties and damage to one eye.

In an angry email to friends later she warned them to watch out for hospitals boasting "luxury" and an "international title, because the more luxurious the hospital is, and the smarter the doctors are, the more frequent the patient tests, drug sales, and injections".

Omni should have treated her as an outpatient and given her a minimum of medication, she claimed. Hospital care in Indonesia, where medical insurance is minimal, is an expensive and unregulated business, with profits made on each prescription.

The long email, initially sent only to friends, became a hot item on Indonesian blogs, which led the hospital to launch a civil defamation suit against Ms Mulyasari. She lost that case last month and was fined 312 million rupiah ($38,512). Two days later, prosecutors arrested her on the heavier criminal charges, carrying a maximum six years' jail.

Indeed. She was taken into custody and jailed for refusing to pay the fine, according to another article.

Kaharudin's name is also spelled with one d. He made the 2007 rich list. Haven't checked most recent lists, though judging from his practices at Omni 'International', there is no reason to suggest he's not still on there.

Soedono Salim, also known as Liem Sioe Liong, is the founding chairman of the Salim Group, who established and owned Bank Central Asia (BCA), the country's largest private bank. Soedono, who reportedly now lives comfortably in Singapore, was considered to be the cash cow of longtime former ruler president Soeharto.

IBRA is currently auditing Salim's assets relinquished to the agency, as the group claims it overpaid its debt.

Sjamsul is the former director of the defunct Bank Dagang Negara Indonesia. His bank received Bank Indonesia liquidity support (BLBI) to help cope with a bank run during the height of the economic crisis.

Sjamsul, who also owns the Gadjah Tunggal Group, fled to Singapore last year soon after being released from detention as a suspect. Claiming to have a heart condition, he said he wanted to seek medical treatment in the city-state.

The litigation assistance team for IBRA categorized Sjamsul as a ""noncooperative"" debtor. The Attorney General's Office is still trying to bring back Sjamsul from Singapore. If that fails, the office says it will present Sjamsul's dossiers to the court for an in-absentia trial.

Mohammad ""Bob"" Hasan: Total debts - Rp 6.1 trillion, Total assets relinquished - 21 assets, Category: MSAA

The man who is widely known as Bob is the owner of defunct Bank Umum Nasional (BUN). The golfing partner of Soeharto is also a timber tycoon.

He once refused to hand over his assets to IBRA, citing he was serving a six-year jail term in the Nusakambangan Penitentiary for his wrongdoing.

However, in early November this year, Bob decided to cooperate with IBRA, saying through his aide Leo Tanubrata that he would pay his debt with his 21 assets, including several of his industrial forestry estate companies.

Sudwikatmono: Total debts - Rp 1.8 trillion, Total assets relinquished - 3, Category: MSAA

Sudwikatmono is the former owner of closed down Bank Subentra and Bank Surya. IBRA is currently seeking ways to obtain PT Dwi Mitra Nusantara, Sudwikatmono's most prominent asset, which is estimated to be worth Rp 639 billion. Dwi Mitra is the owner of the Radisson hotel.

Sudwikatmono, who is a cousin of president Soeharto, has promised to pay off all his debts by the end of this month. If that happens, IBRA has promised to drop all legal charges against him.

Ibrahim Risjad: Total debts - Rp 639 billion, IBRA's total proceeds from sales (as of June 30, 2002) - Rp 639 billion, Recovery rate (as of June 30, 2002) - 100 percent, Category: MSAA

Ibrahim Risjad, the owner of the closed Bank Risjad Salim, is the only debtor considered to have settled his debt in good faith. Ibrahim also helped Soedono Salim establish and nurture the Salim Group. Ibrahim is waiting for the government to issue papers that release him of all legal liabilities.

Usman Admadjaja: Total debts - Rp 12.3 trillion, IBRA's total proceeds from sales (in estimation) - Rp 3 trillion, Category: MRNIA *

Usman is the former owner of Bank Danamon. He admitted last month that he had given up all hope of settling his debt to the state, claiming he had no assets left to be handed over to IBRA.

Although claiming to be broke, Usman reportedly still lives a luxurious life. The litigation team for IBRA has categorized Usman as noncooperative.

* Under the Master of Refinancing and Note Issuance Agreements (MRNIA), debtors settle their debts by surrendering a combination of their cash and fixed assets to IBRA. Debtors are also obliged to give their personal guarantee if they fail to pay the equivalent of their debt.

Samadikun Hartono: Total debts - Rp 2.3 trillion, Category: MRNIA

Samadikun appears to have followed Usman's lead by also claiming to be unable to settle his debt to the state. The former owner of the defunct Bank Modern said that he had given all his assets to IBRA. The litigation team for IBRA has also labeled him noncooperative.

Kaharudin Ongko: Total debts - Rp 2.3 trillion, Category: MRNIA

Kaharudin, the partner of Bob Hasan in running Bank Umum National, has told IBRA that he had tried his utmost to hand over his assets to cover the debt. However, the litigation team for IBRA has categorized Kaharudin as a noncooperative debtor for failing to fulfill the agreement of ceding his 20 companies to the state. Thus far, only six of his companies have been handed over to IBRA. The Central Jakarta Prosecutor's Office demanded in October this year that the court sentence Kaharudin to 16 years in prison for misusing BLBI funds.

Trijono Gondokusumo: Total debts - Rp 3 trillion, Category: APU *

Trijono Gondokusumo is considered one of the most noncooperative debtors. Frustrated by his uncooperativeness, in mid-November this year, IBRA asked the Attorney General's Office to take legal action against him.

Trijono is the former owner of Bank Putra Surya Perkasa (PSP). Trijono and other Gondokusumo family members have reportedly fled the country, fearing the government would ask for their personal guarantee.

* Under the Deed of Indebtedness Agreement (APU), debtors settle their debts by paying cash to IBRA.

Atang Latief: Total debts - Rp 446 billion, Category: APU

Atang Latief is the owner of liquidated Bank Bira and Bank Tamara. Atang, nicknamed the ""Gambling King"" for his shares in many gambling businesses in the region, including on Christmas Island, is said to live in Singapore.

Atang has been put on the list of cooperative debtors, who IBRA declared in June 2002 exempt from interest and penalties.

Ongko, Samadikun leave detention

JAKARTA (JP): The Attorney General's Office released on Thursday businessmen Kaharudin Ongko and Samadikun Hartono, both suspects in bank scams, from their detention and placed them under house arrest instead.

The office's spokesman Muljohardjo said the two suspects were discharged, pending their trials.

""State prosecutors handling their case deemed it was no longer necessary to keep them in cells as the investigation into them had been completed and sufficient evidence had been obtained,"" Muljohardjo told reporters.

Another suspect, former director of PT Bank Umum Servitia David Nusa Wijaya, had served his house arrest since April 30.

Muljohardjo said that the three had been cooperative during questioning and that all their bank assets were now in the hands of the Indonesian Bank Restructuring Agency (IBRA).

The case centers on the alleged misuse of some Rp 138.4 trillion of the state liquidity support extended to their ailing banks and another 45 banks during the bleakest period of the economic crisis from 1997 to 1999.

Ongko is alleged of misappropriating Rp 12 trillion of the liquidity loan when he was vice president of the PT Bank Umum Nasional (BUN) board of commissioners, while the former commissioner of Bank Modern Samadikun is implicated in the misuse of Rp 766 billion of the emergency funds.

The three cases account for Rp 1.27 billion in state losses.

The liquidity support funds, known as BLBI, were supposed to only be used to reimburse depositors after massive runs hit the banking industry. But some banks had allegedly used the funds for other purposes, including to bail out debt-ridden companies in their groups.

Their exit left former directors of Bank Indonesia Hendro Budiyanto and Heru Supraptomo as the only detainees in the investigation into state liquidity loan scandals. (bby)

Here is Batam, we have a similar hospital that started a few years ago. Expensive, finished like a 5 star hotel and only motivated by money. A couple of years ago I had to help an English tourist who got mugged, lost all his credit cards and cash and had a heart attack. They way the greedy Chinese accounts staff treated him was a disgrace; they could not give a damn about the poor person's condition - only how to get the $$$$ out of him.

this is typical treatment of patients at nearly all hospitals in indonesia. not at all limited to chinese-owned places.

perhaps some of us here have been spoiled by the free medical systems of most Western countries, where the government acts as a welfare backstop.

well, there aint no such backstop here, and certainly not for foreigners.
